早期重商主义产生于15--16世纪,在对外贸易上强调少买,严禁货币输出国外,力求用行政手段控制货币运动,以贮藏尽量多的货币,因而又被称为货币差额论。晚期重商主义盛行17世纪上半期,强调多卖,主张允许货币输出国外,认为只要购买外国商品的货币总额少于出售本国商品所得的货币总额,就可以获更多的货币。晚期重商主义为保证对外贸易中的出超,采取保护关税的政策。由于晚期重商主义力图控制或调节商品的运动并发展工场手工业,又被称为贸易差额论。
