1911年10月10日，武昌装起义成功，革命军组织了湖北军政府，定国号为中华民国。13日局势尚未稳定，军政府就派外交司长亲自给驻汉口的各国领事送去宣布革命党外交方针的照会。照会的内容共七条，前四条是表示承认革命之前清政府同各国签订的条约，继续偿还赔款和外债，保护外国人的既得利益和生命财产；后三条提出不承认在革命后清政府同外国签订的任何条约，不许外国支持和帮助清政府。这项政策显示出，尽管革命党宣称要建立一个独立自主的中国，但它的外交方针却不去触动帝国主义列强在中国获得的不平等权益。主要原因是中国民族资产阶级的力量太小，它还同列强有着千丝万缕的联系。他们当时的主要目标是推翻封建的清朝统治。对于帝国主义列强，他们是又恨又担心又存有幻想，恨列强对中国的侵略和掠夺，担心列强对革命的干涉，幻想得到列强的承认或支持。为了避免不必要的牺牲和集中十分有限的力量来打击封建势力，孙中山和革命党采取了对列强让步的外交政策
