Resource efficiency means reducing the environmental impact of the consumption and production of goods and services. The doing more with less slogan indicates the focus on more outputs with fewer impacts. Efficiency gains do not guarantee that the overall outcome stays within the ecological carrying capacity of the Earth. Influencing the demand side is therefore another prerequisite for sustainable development. It is indeed timely to recognize that the world cannot achieve sustainable, economic growth with old fashioned consumption and production patterns. Companies will have to accelerate the trends of polluting less and of designing, producing and marketing better products and services. Consumers have to get used to the fact that environmental concerns are as important in their daily choices as considerations of price, convenience and quality. And governments and civil society have a key role to play in inspiring such a process.

Directions:In this section, there is one passage followed by 5 questions. Read the passage carefully, then answer the questions in a maximum of 10 words. Remember to write the answers on the Answer Sheet. Questions 1-5 are based on the following passage. Could the bad old days of economic decline be about to return? Since OPEC agreed to supply-cuts in March, the price of crude oil has jumped to almost $26 a barrel, up from less than $10 last December. This near-tripling of oil prices calls up scary memories of the 1973 oil shock, when prices quadrupled, and 1979-1980, when they also almost tripled. Both previous shocks resulted in double-digit inflation and global economic decline. So where are the headlines warning of gloom and doom this time? The oil price was given another push up this week when Iraq suspended oil exports. Strengthening economic growth, at the same time as winter grips the northern hemisphere, could push the price higher still in the short term. Yet there are good reasons to expect the economic consequences now to be less severe than in the 1970s. In most countries the cost of crude oil now accounts for a smaller share of the price of petrol than it did in the 1970s. In Europe, taxes account for up to four-fifths of the retail price, so even quite big changes in the price of crude have a more muted effect on pump prices than in the past. Rich economies are also less dependent on oil than they were, and so less sensitive to swings in the oil price. Energy conservation, a shift to other fuels and a decline in the importance of heavy, energy-intensive industries have reduced oil consumption. Software, consultancy and mobile telephones use far less oil than steel or car production. For each dollar of GDP (in constant prices) rich economies now use nearly 50% less oil than in 1973. The OECD estimates in its latest Economic Outlook that, if oil prices averaged $22 a barrel for a full year, compared with $13 in 1998, this would increase the oil import bill in rich economies by only 0.25-0.5% of GDP. That is less than one-quarter of the income loss in 1974 or 1980. On the other hand, oil-importing emerging economies—to which heavy industry has shifted—have become more energy-intensive, and so could be more seriously squeezed. One more reason not to lose sleep over the rise in oil prices is that, unlike the rises in the 1970s, it has not occurred against the background of general commodity-price inflation and global excess demand. A sizable portion of the world is only just emerging from economic decline. The economist’s commodity price index is broadly unchanging from a year ago. In 1973 commodity prices jumped by 70%, and in 1979 by almost 30%. Questions: 1.What is the main reason for the latest rise of oil price? 2.What are the results of the 1970s’ oil shock? 3.It can be inferred from the text that the retail price of petrol will go up dramatically if ________. 4.According to the passage, reduction in oil consumption is due to ________, a shift to other fuels and a decline in the importance of heavy, energy-intensive industries. 5.According to the passage, compared with those in the 1970s, oil-price shocks are ________ now.
Passage ThreeIn an age when waste today means a lack tomorrow, making use of every available resource becomes more and more important. As coal is being used in greater and greater amounts to produce electricity, larger amounts of ash, by-product of coal, are produced. When coal is burnedin a boiler, two kinds of ash by-product are produced, a heavy bottom ash and a fine-as-powder fly ash that is filtered and captured by precipitators. About 10 to 15 percent of the coal by-product is bottom ash which is used like sand on icy city streets and highways and also on highways as paving material. It is the fly ash, however, that is receiving the greater amount of attention. Fly ash may be used as an additive to concrete in the construction of dams, bricks, and roads, and can replace up to 20 percent of the cement used in concrete. As a by-product of burned coal, fly ash requires no additional expenditure of energy to be produced, while cement production requires great amounts of energy. In addition to using fly ash as a concrete additive, the technology is available to extract the main mineral components-aluminum, silicon, and magnetic. Today, extracting these components is a very expensive process, but the time may come when it is cheaper to extract these products from ash than to mine new supplies.41. What can be used as a material to pave roads?

The beauty of software is in its function,in its internal structure, and in the way in which it is created by a team. To a user,a program with just the right features presented through an intuitive and( )interface is beautiful. To a software designer,an internal structure that is partitioned in a simple and intuitive manner, and that minimizes internal coupling is beautiful. To developers and managers ,a motivated team of developers making significant progress every week, and producing defect-free code,is beautiful. There is beauty on all these levels. our world needs software--lots of software. Fifty years ago software was something that ran in a few big and expensive machines. Thirty years ago it was something that ran in most companies and industrial settings. Now there is software running in our cell phones, watches, appliances, automobiles, toys, and tools. And need for new and better software never( ).As our civilization grows and expands,as developing nations build their infrastructures,as developed nations strive to achieve ever greater efficiencies, the need for more and more Software( )to increase. It would be a great shame if,in all that software, there was no beauty. We know that software can be ugly. We know that it can be hard to use, unreliable ,and carelessly structured. We know that there are software systems whose tangled and careless internal structures make them expensive and difficult to change.
