圜土是用土筑成的，类似圆形围墙，作为拘押禁锢罪犯的场所。从其功能看主要是针对那些严重危害社会治安，触犯刑律但罪行轻微，不至于适用五刑并且属于通过惩戒能改悔的人。对其处罚程度上轻于肉刑，只是限制其自由并使之劳动的劳役刑。即根据其犯罪行为，罚以一年至三年的劳役，如能改过自新，刑满释放回乡里。
